Francis Ole Kaparo was the longest-serving Speaker of the National Assembly, serving from 1993 to 2008. He was also a member of the Laikipia East legislature from 1988 to 1992. The feisty ex-speaker worked as an assistant minister in various ministries. He has been involved in various wildlife conservancies to help safeguard species. He was on the boards of both Ol Pejeta and Laikipia Wildlife Forums and has served as chairman of several Kenyan conservancies, including:

He is married to Mary Mpereina Kaparo, although their marriage is on the verge of dissolution. Bernard, Susan, Stella, and Saidima are their four children.

On October 3, 2021, elders from the five Laikipia Maasai clans installed him as their spokesperson.
Hon. Kaparo was also appointed chairman of Kenya's National Cohesion and Integration Commission and was key in Kenya's post-election violence reconciliation and peacebuilding efforts. Even as the president designated him to lead the Mandera-Marsabit peace process, he took on other mediation and reconciliation assignments.

Kaparo's divorce from his wife of 40 years is suddenly making headlines. Mary accused him of abandonment and cohabitation with another lady in the upscale Eden Villa Estate off Kiambu Road.
She also accused him of having many affairs and questioning the paternity of some of their children.
The couple married in a traditional ceremony in 1981, followed by a Catholic wedding later that year.
Mary accused Kaparo of dishonesty, immorality, and desertion in court papers filed at the Kiambu Law Court, noting that she had never given Kaparo permission to remarry.
