Kenyan politician Adan Keynan Wehiye. He is a member of the Kenya African National Union and was elected to the Wajir West Constituency.Despite the fact that he is not from there (he is Degodia from Rhamo, Mandera county), he has served in the Kenyan National Assembly since the 2007 Kenyan parliamentary election.
CONTROVERSY
Honorable Adan Keynan has been dubbed a "master of survival," with many praising him for his difficult journey to power. Adan Keynan was charged with the murder of Sheikh Ibrahim Ali Abdulleh and his driver, Mohammed Elley, in 2003. As the murderers were members of a peace delegation in Nairobi for peace talks, members of the Somali community in Kenya demonstrated.
After a two-year trial, he was acquitted in 2005 on the grounds of insufficient evidence.
Adan Keynan benefited from'relief' districts in 2011, when Kenya's then-president, Mwai Kibaki, established a number of new districts to reward loyalty. This sparked outrage among Wajir West residents, but he later managed to appease them by promising to lobby the government to split Wajir West into a new district. This satisfied the local community, and the new district was gazetted. However, the promise of a new district was never fulfilled.
In an open letter in 2012, Adan Keynan was singled out alongside Rachel Shebesh and Charles Kilonzo as outraged supporters of the bill that President Kibaki rejected. The MPs wanted to increase their retirement bonuses by more than $100,000. Despite being billed as a young MP with fresh ideas, Adan Keyan was enraged by the president and Kenyans' outrage. Other sources confirm that he was the sponsor of the Bill that granted MPs a 9.2 million payoff.
As a member of parliament, Adan Keynan has sponsored a number of controversial bills in the Kenyan Parliament.
On March 21, 2014, he introduced The Order of Precedence Bill, whose main goal was to deprive governors and members of county assemblies of their recognition titles.
Adan Keynan sponsored the National Flag Emblems and Names Amendment Bill, 2013 in order to deny Kenyan governors the right to fly a flag on their cars.
In 2015, a bill sponsored by Adan Kenyan was passed, with the main goal of granting Parliament immunity from media scrutiny. Keynan claimed to be only the messenger, but given his track record of sponsoring self-serving legislation, it is highly unlikely that he did not sponsor the bill.
Adan Keynan was reported to be sponsoring another self-serving bill on October 29, 2015. He proposed in the Bill to grant Members of Parliament diplomatic passports. Members of Parliament, their spouses, and their children will be among those granted diplomatic passports.
